Mayor Warren and City Council to Proclaim October as "National Arts and Humanities" Month in the City of Fontana (Community Services Coordinator Courtney Hodnick to accept).

A.Recognize Retired Police Reserve Officer Nicholas Scurti
Mayor Warren and City Council to recognize Police Reserve Officer Nicholas Scurti on his retirement (Chief Jones to present).

CONSENT CALENDAR:
All matters listed under CONSENT CALENDAR will be enacted by one motion in the form listed below. There will be no separate discussion on these items prior to the time Council votes on them, unless a member of the Council requests a specific item be removed from the Consent Calendar for discussion. A.Approval of Minutes
Approve the Minutes of the September 10, 2013 Regular City Council Meeting. 
B.Final Acceptance of Fire Station No. 71, Civic Center Campus Parking Phase III, and the Arrow Boulevard at Library Way Traffic Signal Project
Accept as complete the work performed by Young Contractors, Incorporated for the construction of Fire Station No. 71, Civic Center Campus Parking Phase III, and the Arrow Boulevard at Library Way Traffic Signal Project; and approve the final construction amount of $6,803,554.05. (Bid No. SB-35-DE-11).
C.Amended and Restated Billboard Relocation Agreement between the City of Fontana and Lamar Central Outdoor
1.  Approve a First Amended and Restated Billboard Relocation Agreement between the City of Fontana and Lamar Central Outdoor which permits the Planning Commission, through the entitlement process, to consider and act upon the conceptual design, dimensions, and installment of two (2) digital billboards along the I-10 Freeway, and one (1) digital billboard to be located on the west side of Sierra Avenue, south of Valley Boulevard, north of the I-10 Freeway.
 
2.  Authorize the City Manager to execute a Lease Agreement with Lamar Central Outdoor for property located on Sierra Avenue (APN: 251-201-07), contingent upon the City of Fontana's ability to purchase such property from the former Fontana Redevelopment Agency.
D.Approval of a Declaration of Dedication Flood Regulation Basin Agreement and a Credit and Reimbursement Agreement related to Tract No. 18820
1.  Authorize the City Manager to execute a Declaration of Dedication Flood Regulation Basin Agreement with LCD Sierra Crest, LLC. to provide for the maintenance of a detention basin required for Tract No. 18820.

2.  Authorize the City Manager to execute a Credit and Reimbursement Agreement with LCD Sierra Crest, LLC. for Tract No. 18820.
E.Amendment # 3 to Verizon Cell Tower Lease Ageement for Bill Martin Park
1. Approve a Lease Amendment (#3) to expand the ground lease and allow construction of an enclosure to house a back-up generator for the existing cell tower.

2. Authorize the City Manager to execute the necessary documents.
Approve Consent Calendar Items as recommended by staff.
PUBLIC HEARINGS:
To speak on Public Hearing Items, fill out a card at the microphone stand indicating favor or opposition and give it to the City Clerk. Each person will be allowed 5 minutes to address the Council. If you challenge in court any action taken concerning a Public Hearing item, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice or in written correspondence delivered to the City at, or prior to, the Public Hearing.

A.Quarterly Lien Action for Delinquent Sewer, Rubbish and Weed Abatement Accounts
1. Authorize staff to complete and record lien notices against real property for those sewer accounts sixty days or more delinquent as described in the Certified Lien List and direct staff to forward recorded liens to the County for collection.

2. Authorize staff to complete and record liens against real property for those rubbish accounts more than ninety days delinquent as described in the certified Lien List and direct staff to forward recorded liens to the County for collection.

3. Adopt Resolution No. 2013-___ of the City Council of the City of Fontana adopting the statement of unpaid expenses for weed abatement and imposing a lien against real property for payment thereof.
