PUBLIC COMMUNICATIONS:
This is an opportunity for citizens to speak to the City Council for up to 5 minutes on items not on the Agenda, but within the City Council's jurisdiction. The Mayor and City Council reserve the right to adjust this time limit based on the number of speakers who wish to address the Mayor and City Council. The Council is prohibited by law from discussing or taking immediate action on non-agendized items.
A.Public Communications
CONSENT CALENDAR:
All matters listed under CONSENT CALENDAR will be enacted by one motion in the form listed below. There will be no separate discussion on these items prior to the time Council votes on them, unless a member of the Council requests a specific item be removed from the Consent Calendar for discussion. Does any member of the public wish to address the City Council regarding any item on the Consent Calendar before the vote is taken?
A.Approval of Minutes
Approve the Minutes of the October 22, 2013 Regular City Council Meeting. 
B.Accept Donations from Multiple Donors
Accept monetary and gift donations valued at $1,537.
C.Final Acceptance of Police Department Expansion Project, SB-37-PD-11
1. Accept Soltek Pacific Construction, Inc as the completion contractor for the construction of the Fontana Police Expansion Project, located at 17005 Upland Avenue, Fontana, CA (“Project”).

2. Accept the work performed by Soltek Pacific Construction, Inc. for the Project as complete.

3. Approve the final contract amount of $9,311,004.97 plus pending change orders.

4. Authorize the Chief of Police to execute and file a Notice of Completion for the Project.

5. Approve the release of any unencumbered Project retention as required by California law.
D.Award the Purchase of 10 Graco GMAX II 3900 Paint Sprayers-Bid SB-03-PW-14

Award the purchase of ten (10) Graco GMAX II 3900 paint sprayers to Frazee Paint in the amount of $33,320.

E.Authorize a Cooperative Agreement between the City of Fontana and San Bernardino County for Street Improvements
Authorize the City Manager to execute a Cooperative Agreement between the City of Fontana and San Bernardino County to construct street improvements on Almond Avenue between Foothill Boulevard and Whittram Avenue and on San Bernardino Avenue between Alder Avenue and Larch Avenue.
F.State of California Office of Traffic Safety Grant Agreement
1. Accept State of California Office of Traffic Safety Grant Agreement "Selective Traffic Enforcement Program (STEP)" number PT 1476 in the amount of $165,985.
 
2. Authorize the Chief of Police Rodney Jones and Traffic Sergeant Doug Wagner to sign the Standard Agreement contract to be entered into between the Office of Traffic Safety Grant and the Fontana Police Department for the total amount of $165,985, and make purchases as outlined in the grant.
 
3. Approve the expenditure plan for the use of the funds.

A.General Plan Amendment No. 13-001, Zone Change No. 13-004, and Tentative Tract Map No. 17165 - Lennar Homes - SWC of Casa Grande Avenue and Cypress Avenue
1. Find that the project will not have a significant effect on the environment, adopt a Mitigated Negative Declaration, and direct staff to file a Notice of Determination pursuant to the California Environmental Quality Act.

2. Adopt Resolution No. 2013-____ approving General Plan Amendment No. 13-001, amending the General Plan Land Use Map to change the General Plan Land use designation on approximately 30 gross acres of property (APN: 0239-141-27) from Residential Planned Community (R-PC) to Single-Family Residential (R-SF).

3. Waive further reading of and introduce Ordinance No. ____ an Ordinance of the City of Fontana approving Zone Change No. 13-004, changing the Zoning District Map to change approximately 30 gross acres of property (APN: 0239-141-27) from Residential Planned Community (R-PC) to Single-Family Residential (R-1); and that the reading of the title constitutes the first reading thereof.

4. Approve Tentative Tract Map No. 17165, subject to the findings and conditions of approval.
NEW BUSINESS:
A.First Reading and Set Public Hearing for the Adoption of the 2013 Edition of the California Building Standards Code and Corresponding Base Model Codes
1. Determine that the adoption of an ordinance of the City of Fontana adding, amending and deleting certain articles, sections and subsections of Chapter 5 of the Code of the City of Fontana, California pertaining to the construction and maintenance of buildings, and adopting the 2013 Edition of the California Building Standards Code, known as the California Code of Regulations, Title 24, consisting of the California Building Code, Volumes 1 & 2, based on the 2012 International Building Code; the California Plumbing Code, based on the 2012 Uniform Plumbing Code; the California Electrical Code, based on the 2011 National Electrical Code; the California Mechanical Code, based on the 2012 Uniform Mechanical Code; the California Existing Building Code, based on the 2012 International Existing Building Code; the California Green Building Standards Code; the California Residential Code, based on the 2012 International Residential Code; and the 1997 Edition of the Uniform Administrative Code is exempt from further environmental review under Section 15061(b)(3) of the State CEQA guidelines, projects with no possibility of significant effects upon the environment, and direct staff to file a Notice of Exemption.

2.
