Welcome to the meeting of the City of Fontana Planning Commission. A complete agenda packet is located in the binder on the table in the lobby of the Grover W. Taylor Council Chambers Fontana, CA 92335. To address the Planning Commission, please fill out a card located at the entrance to the left indicating your desire to speak on either a specific agenda item or under Public Communications and give it to the Planning Commission Secretary. This is an opportunity for citizens to speak to the Planning Commission for up to five minutes on items not on the Agenda, but within the Planning Commission's jurisdiction. The Planning Commission is prohibited by law from discussing or taking immediate action on non-agendized items.

All matters listed under CONSENT CALENDAR will be enacted by one motion in the form listed below - there will be no separate discussion on these items prior to the time Planning Commission votes on them, unless a member of the Planning Commission requests a specific item be removed from the Consent Calendar for discussion. PUBLIC HEARINGS:
To speak on Public Hearing Items, fill out a card at the microphone stand indicating favor or opposition and give it to the Planning Commission Clerk. Each person will be allowed five minutes to address the Planning Commission. A.Specific Plan Amendment No. 13-004, Wall and Fence Modification (Continue to December 17, 2013)
Staff recommends that the Planning Commission continue this item to the December 17, 2013, Planning Commission meeting.
B.PLN 11-052: Design Review No. 12-002 - Stratham Homes
Based on the above information and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission:  
 
1. Direct staff to file the attached Notice of Determination; and,  
 
2. Approve Design Review No. 12-002.

REQUEST:
Design Review (DRP) No. 12-002 is a request to construct 153 single-family homes on previously approved Tentative Tract Map No. 18825. The project also includes an approximately 44,550 square foot recreation area (Lot D) with multiple amenities including a pool, tot lot and a 3,300 square foot turf surface area. An approximately 5,575 square foot water detention basin (Lot E) with underground infiltration chambers is another project amenity. The surface of Lot E is fully landscaped with playground equipment for a tot lot. DRP No. 12-002 is located immediately north of DRP No. 13-012, a proposal for 18 single-family residences which is also on the November 19, 2013 Planning Commission public hearing agenda.

LOCATION:                 
The project site is an “L”-shaped property consisting of four (4) parcels (APNs: 0239-141-04, -05, -06 and -29) of approximately 26.1 gross acres located at the northeast corner of Summit Avenue and Citrus Avenue.   The project site is located approximately 509 feet north of Summit Avenue with a street frontage of approximately 774 feet on Citrus Avenue but excludes an approximately 9.21 gross acre parcel immediately adjacent to the corner of Summit Avenue and Citrus Avenue.

C.TTM No. 13-007 and DRP No. 13-012 - 18 Lot Subdivision and Design Review for Stratham Homes
Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission:
 
1.) Find that the environmental impacts associated with this proposal were previously analyzed in the Negative Declaration adopted by the City Council on May 10, 2011 and direct staff to file the attached Notice of Determination (NOD);
 
2.) Approve Tentative Tract Map No. 18915 (TTM No. 13-007) the proposed request to divide one parcel into 18 lots; and,
 
3.) Approve Design Review No. 13-012.

Design Review No. 13-012 is the proposal for the construction and architectural review for 18 single family homes within Tentative Tract Map No. 18915.   
 
LOCATION:
The project site is an irregularly-shaped property consisting of one parcel (APN: 0239-141-01) of approximately 3.3 net acres and is located north of Summit Avenue, approximately 853 feet east of Citrus Avenue.

D.TTM No. 13-006 and DRP No. 13-006, a proposed 19 lot subdivision and Design Review for Frontier Homes
Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission:

1.   Adopt the Negative Declaration and direct staff to file a Notice of Determination; and,
 
2.  Approve Tentative Tract Map No. 13-006 (TTM No. 18907) and Design Review No. 13-006.

The project site is a rectangularly-shaped property consisting of one parcel (APN: 0240-021-17) of approximately five (5) adjusted gross acres and is located on the east side of Citrus Avenue, approximately 945 feet south of Walnut Avenue. The property is further identified as 7041 Citrus Avenue.

Based on the information in this staff report, and subject to the attached findings and conditions of approval, staff recommends that the Planning Commission:

1.   Determine that the project is Categorically Exempt pursuant to Section No.  15332, Class No. 32 (Infill Development), of the California Environmental Quality Act; and,

2.   Approve Tentative Tract Map No. 18906 and Design Review No. 13-010.
