A.Approval of Minutes
Approve the Minutes of the June 17, 2013 Adjourned Regular City Council Meeting and the July 9, 2013 Regular City Council Meeting. 
B.Adoption of Ordinance No. 1677

Waive further reading of and adopt Ordinance No. 1677, an ordinance of the City Council of the City of Fontana, California, adding Chapter 16, Article V, Division 1 to the Fontana Municipal Code regarding Bath Salts; and that the reading of the title constitutes the first reading thereof.

C.Approval of City Manager Contract
Review and approve City Manager contract. 
D.Approve Purchase of Property Located at the Southeast Corner of Jackson Drive and Almeria Avenue (APN: 1110-221-01)
1.   Approve the purchase of property located at the southeast corner of Almeria Avenue and Jackson Drive (Assessor Parcel No. 1110-221-01), currently being used as a detention basin for Tract No. 11006.

2.   Approve an appropriation of $25,000.00 from Storm Drain Fund No. 622.
E.Execute Annual Purchase Orders with Single Source Playground Vendors
1) Authorize Purchasing to execute annual purchase orders for the following single source vendors: Miracle Playground Sales, Coast Recreation, Playpower Lt., Dave Bang Associates and Innovative Playground Inc.

2) Authorize the City Manager to enter into a two year contract with these vendors with three (3) one-year extensions at the sole discretion of the City for playground equipment.

B.General Plan Amendment No. 12-006 and Zone Change No. 12-003 for an area located south of Valley Blvd., north of Washington Drive, between Cypress and Oleander Avenues
Adopt City Council Resolution No. 2013-____, a resolution denying General Plan Amendment No. 12-006 and Zone Change No. 12-003, a request to amend the General Plan Land Use Map to change approximately 13.7 acres of land designated General Commercial (C-G) and Light Industrial (I-L) to Single-Family Residential (R-SF) and Public Facilities (P-PF); and a request to change the Zoning District Map on the same properties from General Commercial (C-2) and Light Industrial (M-1) to Single-Family Residential (R-1) and Public Facilities (P-PF); and that the reading of the title constitutes the first reading thereof.
C.Municipal Code Amendment No.13-002, Food Truck Operations
1.  Find that the project is Generally Exempt pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA), and direct staff to file the Notice of Exemption.
 
2.  Waive further reading of and introduce Ordinance No.       , an ordinance of the City Council of the City of Fontana, California, Amending Chapter 15, Article XIX (Food Truck Permit) and Chapter 17, Article IV (Stopping, Standing, and Parking), of the Fontana City Code, allowing Food Truck Events with the approval of a Food Truck Permit; and that the reading of the title constitutes the first reading thereof.
