Approve the Minutes of the December 10, 2013 Regular City Council Meeting.
B. Adoption of Ordinance No. 1683
Waive further reading of and adopt Ordinance No. 1683, an Ordinance of the City of Fontana approving Zone Change No. 11-002, a request to change the zoning district from Medium Density Residential (R-2) to Public Facilities (P-PF) on approximately 4.4 adjusted gross acres of property and from Single-Family Residential (R-1) to Public Facilities (P-PF) on approximately 3.3 adjusted gross acres of property.
C. Acceptance of Final Map for Tract No.’s 18820 and 18820-1 (Sierra Crest)
Accept Final Map for Tract No.’s 18820 and 18820-1 located east of Sierra Avenue and north of Duncan Canyon Road (Sierra Crest); accept as public all dedicated streets and easements; and authorize the City Manager execute any and all agreements with the subdivider.
D. Amendment to Mutual Aid Agreement with Inland Empire Utilities Agency (IEUA)
Authorize the City Manager to Sign Amendment One to the Mutual Aid Agreement with IEUA and the Regional Contracting Agencies.
E. Authorize the Purchase of a Caterpillar Skid Steer Loader
Authorize the Purchasing Office to purchase a Caterpillar 262D Skid Steer Loader from Johnson Caterpillar utilizing National Joint Powers Alliance (NJPA) Contract #0600311.
F. Purchase of a Class C Starcraft Allstar ADA Bus
Authorize the Purchasing Office to purchase a Class C Starcraft Allstar ADA Bus from Creative Bus Sales of Chino, CA by piggy-back off the California Association For Coordinated Transportation/Morongo Basin Transit Authority (Cal/ACT MBTA) Bid.
G. 2014 Statement of Investment Policy
Adopt the City of Fontana Statement of Investment Policy for 2014.
H. First Amendment to Deposit and Reimbursement Agreement for CFD #71 (Sierra Crest)
Approve First Amendment to Deposit and Reimbursement Agreement for Community Facilities District #71 (Sierra Crest)
I. Amend Resolution No. 2013-062 - Almond Annexation (Annex. No. 173)
Adopt Resolution No. 2014-____, an amendment to Resolution No. 2013-062 regarding the Almond Annexation (Annex. No. 173).
J. CCTV Maintenance Contract Award
Award RFP #SP-19-IT-14 and authorize the City Manager to execute the necessary contracts to Vector Resources, Inc. to maintain the City's CCTV (video surveillance) equipment in the amount not to exceed $50,000 per year.
K. Adopt a Resolution Confirming Compliance with State Requirements and Authorizing Application for the Housing Related Parks (HRP) Program
Adopt Resolution No. 2014- ____ confirming compliance with State requirements and authorizing application for the Housing Related Parks (HRP) Program; and approving and authorizing the City Manager to be the designated signature authority or his designee for the grant application on behalf of the City of Fontana.

Conduct a public hearing and adopt the Fiscal Year (FY) 2011-2012, 2012-2013, and 2013-2014 Action Plan Substantial Amendment, detailing the changes in Utilization of Federal Entitlement Funds in said fiscal years and authorize the City Manager to execute any and all documents necessary to effectuate said approvals.
