Approve the Minutes of the January 14, 2014 Regular City Council
Meeting.
B. Acceptance of Subdivision Improvements for Tract No. 16658
1. Accept as complete the Subdivision Improvements for Tract No.
16658 located west of Poplar Avenue and south of Randall Avenue.
2. Adopt Resolution No. 2014 -____, accepting sewers in Tract No.
16658 as part of the City sewer system.
C. Approve Real Property Transfer Agreement Related to the
Coyote Canyon Development
1. Authorize the City Manager to execute the Real Property Transfer
Agreement between the City of Fontana, Centex Homes and the San
Bernardino County Flood Control District related to the Coyote
Canyon Development drainage and flood control facilities and
authorize the City Manager to execute any and all deeds and
documents related thereto.
2. Approve Amendment No. 1 to the Real Property Transfer
Agreement between the City of Fontana, Centex Homes and the San
Bernardino County Flood Control District related to Coyote Canyon
Community Park and authorize the City Manager to execute any and
all deeds and documents related thereto.
D. Approve a Cost Distribution Agreement for Traffic Signals
related to the I-15/Sierra Avenue Interchange Improvement
Project
Authorize the City Manager to execute a Cost Distribution Agreement
for Traffic Signals - Project EA 0G290/ID 0800020108 between City of
Fontana and the California State Department of Transportation related
to the I-15/Sierra Avenue Interchange Improvement Project
E. Authorize the Purchase of BMW 1200 RT-P Police Motorcycles
Authorize the Purchasing Office to "Piggy-Back" off the Los Angeles
Sheriff's bid (RFB-IS-14200205) to purchase BMW 1200 RT-P Police
Motorcycles from Long Beach BMW/Husqvarna through the period of
December 31, 2015.
F. Stratham Development Agreement - TT 18825 - East side of
Citrus Avenue, North of Summit Avenue
Approve an alternative public improvement, i.e. park, trail or other
community improvement, in satisfaction of the community trail
obligation required by Section 2.10(a) of the Stratham Development
Agreement dated May 10, 2011.
G. Right of Way and Construction Amendments for I-10/Citrus
and I-10/Cherry Interchanges
1. Approve Amendment No. 2 to Contract C11092 between the City of
Fontana, San Bernardino Associated Governments (SANBAG), and
the County of San Bernardino for the I-10/Citrus Interchange project to
decrease the total construction cost by $6,968,000 for a new
construction total of $40,232,000. The City's Development Impact Fee
(DIF) share will be reduced by $2,664,000 for a new construction
contribution of $13,506,000.
2. Approve Amendment No. 2 to Contract C10192 between the City of
Fontana, SANBAG, and the County of San Bernardino for the I-
10/Citrus Interchange project to increase the total right of way cost by
$2,998,000 for a new right of way total of $10,755,000. The City‘s DIF
share will be increased by $1,145,236 for a new right of way
contribution of $4,108,236.
3. Approve Amendment No. 3 to Contract C10191 between the City of
Fontana, SANBAG, and the County of San Bernardino for the I-
10/Cherry Interchange project to increase the total right of way cost by
$500,000 for a new right of way total of $13,003,000. The City‘s DIF
share will be increased by $64,000 for a new right of way contribution
of $1,652,000.
4. Approve Amendment No. 4 to Contract C11091 between the City of
Fontana, SANBAG, and the County of San Bernardino for the I-
10/Cherry Interchange project to decrease the total construction cost
by $500,000 for a new construction total of $60,281,000. The City’s
DIF share will be decreased by $64,000 for a new construction
contribution of $7,500,000.
H. 2014 Legislative Priorities
Staff recommends that the City Council adopt the attached 2014
Legislative Priorities.
Approve Consent Calendar Items as recommended by staff.

Declaration and direct staff to file the Notice of Determination.
2. Waive further reading of and introduce Ordinance No. _______, an
ordinance of the City of Fontana, California, amending Chapter 30,
Article VII, Section 30-236, and tables 30-245.A and 30-250.A. of the

categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (Existing Facilities), and direct staff
to file a Notice of Exemption;
2. Approve Ordinance No._________, to allow electric fencing
within the Speedway Industrial, Freeway Industrial, Slover West,
Slover East, Slover Central, Jurupa North, and Jurupa South land use
districts of the SWIP Specific Plan (SPA No. 13-001) subject to the
electric fence development standards outlined in Exhibit A.
3. Approve Ordinance No. ______, to allow electric fencing within
the General Industrial (M-2) zoning district within the Fontana Gateway
Specific Plan (SPA No. 13-001) subject to the electric fence
development standards outlined in Exhibit A;
4. Approve Ordinance No._________, to allow electric fencing
within the Light Industrial (M-1) and General Industrial (M-2) zoning
districts (ZCA No. 13-003) as depicted on the most recently adopted
Zoning District Map subject to the electric fencing development
standards outlined in Exhibit A; and
5. Deny the installation of electric fencing within all permitted and
conditionally permitted land uses within commercial zoning districts
(i.e. Community Commercial (C-1), General Commercial (C-2) and
Regional Mixed Use (RMU)) as depicted on the most recently adopted
Zoning District Map.
