A. Approval of Minutes
Approve the Minutes of the January 28, 2014 Regular City Council Meeting and Special City Council Meeting.
B. Adoption of Ordinances No. 1684, 1685 and 1686
1. Waive further reading and adopt Ordinance No. 1684, to allow electric fencing within the Speedway Industrial, Freeway Industrial, Slover West, Slover East, Slover Central, Jurupa North, and Jurupa South land use districts of the SWIP Specific Plan (SPA No. 13-001) subject to the electric fence development standards;
2. Waive further reading and adopt Ordinance No. 1685, to allow electric fencing within the General Industrial (M-2) zoning district within the Fontana Gateway Specific Plan (SPA No. 13-001) subject to the electric fence development standards;
3. Waive further reading and adopt Ordinance No. 1686, to allow electric fencing within the Light Industrial (M-1) and General Industrial (M-2) zoning districts (ZCA No. 13-003) as depicted on the most recently adopted Zoning District Map subject to the electric fencing development standards.
C. Accept Donations from Multiple Donors
Accept monetary and gift donations valued at $39,418.
D. Final Acceptance of Subdivision Improvements for Tract No.'s 16872 and 16872-1
1. Accept as complete the Subdivision Improvements for Tract No.'s 16872 and 16872-1 located north of Summit Avenue between Knox Avenue and Lytle Creek Road.
2. Adopt Resolution No. 2014-_____, accepting sewers in Tract No.'s 16872 and 16872-1 as part of the City sewer System.
E. Multi Law Enforcement Agency Grant
1. Accept the Ontario Police Department Alcohol Multi-Agency Enforcement Program Grant.
2. Authorize the Chief of Police or his assigned designee to sign the Memorandum of Understanding (MOU) and any allowable reimbursement requests.
3. Approve the expenditure plan for the use of the funds and authorize and appropriate budget entries increasing both the estimated revenues and appropriations in the amount of $22,000 in Grant Fund #301, Budget Unit #40426301.
F. 2014 Legislative Priorities
Staff recommends that the City Council adopt the attached 2014 Legislative Priorities.

Public Hearings - A. Specific Plan Amendment No. 13-004, Modify Fencing Material for Residential Properties within the West End Specific Plan
1. Determine that SPA No. 13-004 is considered “Not a Project” per the California Environmental Quality Act (CEQA) pursuant to Section No. 15061.b.3 (General Rule Exemption), and direct staff to file a Notice of Exemption;
2. Waiver further reading of and introduce Ordinance No._______, an ordinance of the City of Fontana approving Specific Plan Amendment No 13-004 modifying fencing material for residential properties within the West End Specific Plan, and that the reading of the title constitutes the first reading thereof.
B. GPA 14-001 - Amendment to Chapter 5 (Housing Element) of the General Plan
1. Find that the project has been reviewed pursuant to sections 15153 through 15164 et. seq. of the California Environmental Quality Act (CEQA), and an addendum to a Mitigated Negative Declaration (SCH NO. 2010-101057) that was adopted for the 2006-2014 Housing Element Update adequately identifies the impacts associated with the 2014-2021 Housing Element Update and no previously reviewed impact areas have changed.
2. Find that General Plan Amendment No. 14-001 is in conformance with the goals and policies of the General Plan.
3. Adopt Resolution 2014-__, Approving General Plan Amendment No. 14-001, an amendment to Chapter 5 (Housing Element) of the General Plan.

1. Determine that the amending of portions of Article XV of Chapter 5 of the Code of the City of Fontana, pertaining to the adoption of the 2013 California Fire Code, is exempt from further environmental review under Section 15061(b)(3) of the State CEQA guidelines and Section 3.07 of the local CEQA guidelines (2006), projects with no possibility of significant effects upon the environment, and direct staff to file a notice of exemption.
2.
