B. Second reading for Ordinance 1688, amending portions of
Article XV of Chapter 5 of the Code of the City of Fontana,
pertaining to the adoption of the 2013 California Fire Code
Waive further reading of and adopt Ordinance No.1688, an ordinance
of the City Council of the City of Fontana, amending portions of Article
XV of Chapter 5 of the Code of the City of Fontana, pertaining to the
adoption of the 2013 California Fire Code.

C. Fiscal Year 2013-14 Mid-Year Budget Status Report
1. Approve the recommended Mid-Year Budget adjustments.
2. Adopt Resolution No. 2014-______ adopting and/or modifying the
classification and salary range for Building Official, Transportation
Specialist and Senior Transportation Specialist (Part-time).

D. Accept Donation From Seidner's Collision Center
Accept donation from Seidner's Collision Center in the amount of
$2,000 for use towards the 2014 Fontana Car Show.

E. Award Contract to D&K Concrete for Ready-Mix Concrete
Delivery, SB-24-PW-14
Award bid and authorize the City Manager to enter into a contract
agreement with D&K Concrete for a two-year period, renewable for
three additional one-year increments at the City's sole discretion, for
ready-mix concrete delivery.

F. Resolution of Intent to Establish a Community Facilities
District CFD #71 (Sierra Crest)
1. Adopt Resolution No. 2014-____ of the City Council of the City of
Fontana of Intention to Establish a Community Facilities District and to
Authorize the Levy of Special Taxes.
2. Adopt Resolution No. 2014-____ of the City Council of the City of
Fontana to Incur Bonded Indebtedness of the Proposed City of
Fontana Community Facilities District No. 71 (Sierra Crest).

General Plan Amendment No. 12-008, General Plan
Amendment No. 13-009, Zone Change No. 12-005, Zone Change No. 13-001, Conditional Use Permit No. 12-041, Design Review No. 12-022, Tentative Parcel Map No. 19431 (MCN No.
12-068) for a Proposed Warehouse of Approximately 742,142
Square Feet Generally Located on the NEC of Summit Avenue and Sierra Avenue

1. Adopt Resolution No. 2014-______, a resolution of the City
Council of the City of Fontana, California, certifying the final
Environmental Impact Report (FEIR) (State Clearinghouse No.
2013061037), adopting the Statement of Overriding Considerations
proposed for the Final EIR, adopting the Mitigation Monitoring and
Reporting Program, adopting the statement of Facts and Findings, and
direct staff to file a Notice of Determination: The final EIR has been
completed in compliance with CEQA, and the state guidelines; The
City Council has reviewed and analyzed the final EIR before approving
the project; and, The final EIR reflects the independent judgment of
the City.

2. Adopt Resolution No. 2014-_____, a resolution of the City Council
of the City of Fontana, California, approving General Plan Amendment
No. 12-008, amending the General Plan Land Use Map to change the
General Plan land use designation on approximately five (5) gross
acres (APN: 0239-161-27) from General Commercial (C-G) to
Regional Mixed Use (R-MU), located approximately 330 feet north of
the intersection of Summit Avenue and Sierra Avenue, and having a
frontage of approximately 330 feet on the east side of Sierra Avenue
and a depth of approximately 637 feet east of Sierra Avenue.

3. Adopt Resolution No. 2014-_____, a resolution of the City Council
of the City of Fontana, approving General Plan Amendment No. 13-
009, amending the City of Fontana General Plan Circulation Element
to remove Mango Avenue from the City of Fontana General Plan
Circulation Element map for a distance of approximately 1.3 miles from
Summit Avenue to Duncan Canyon Road.

4. Waive further reading of and introduce Ordinance No. ____an
Ordinance of the City Council of the City of Fontana, approving Zone
Change No. 12-005, a zone change to the Zoning District Map to
change approximately five (5) gross acres of property (APN: 0239-161-
27) from General Commercial (C-2) to Regional Mixed Use (R-MU)
and to modify Figure No. 1 (Warehousing Distribution Logistic Overlay
Boundary Map) of Section 30-302 of the City of Fontana Municipal
Code to include APN: 0239-161-27; and that the reading of the title constitutes the first reading thereof.

5. Waive further reading of and introduce Ordinance No. _____an
Ordinance of the City Council of the City of Fontana, approving Zone
Change No. 13-001, amending the Zoning District Map to add the
Warehousing Distribution/Logistic Overlay to the property (APN: 0239-
161-27) located approximately 330 feet north of the intersection of
Summit Avenue and Sierra Avenue and having a frontage of approximately 300 feet on the east side of Sierra Avenue and a depth
of approximately 637 feet east of Sierra Avenue; and, that the reading
of the title constitutes the first reading thereof.

6. Approve Conditional Use Permit No. 12-041, Tentative Parcel Map
No. 19431, and Design Review No. 12-022, subject to the findings and
conditions of approval.

Zoning Code Amendment (ZCA) 13-011 Allowing the Addition of Warehouse and Distribution Uses in the M-1 Zone (Item Continued from City Council Meeting of January 28, 2014 – Request for Withdrawal)

Withdraw Master Case (MCN) No. 13-080 and Zoning Code Amendment (ZCA) No. 13-011, an amendment to Chapter 30, Article
VII (Industrial Zoning Districts), revising the Light Industrial (M-1) and
General Industrial (M-2) zoning districts to include “warehousing and
distribution” in the description and purpose district, modifying Section
30-236, Table 30-245.A, and Table 30-250.A. , (Permitted Uses in
Industrial Zoning Districts) to allow warehousing and distribution as a
permitted use in the (M-1) Light Industrial Zoning District of the
Fontana City Code and modify Table 30-250.A., (Lot Dimensions,
Building Height and Maximum Intensity) to increase the Maximum
Floor Area Ratio (FAR) from fifty (50) percent to sixty (60) percent FAR
in the M-1 and M-2 zoning districts.

Adoption of Ordinance 1687

Waive further reading of and adopt Ordinance No. 1687, an ordinance
of the City of Fontana approving Specific Plan Amendment No 13-004
modifying fencing material for residential properties within the West
End Specific Plan

Unfinished Business B

Status Report for Municipal Code Amendment No.13-002, Food Truck Operations

It is recommended that the City Council receive and file this status
report.

New Business

Family Service Association – Senior Nutrition Program
Approve additional funding, in an amount not to exceed $5,000 per
quarter, on behalf of Family Service Association and the Senior
Nutrition Program and authorize the City Manager to execute any
documents necessary or desirable to effectuate said approval.
